      By: Bryant H.B. No. 5416       A BILL TO BE ENTITLED   AN ACT   relating to a prohibition on carrying a firearm across the   international border of this state into Mexico; creating a criminal   offense.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 46.02, Penal Code, is amended by adding   Subsections (a-9) and (c) and amending Subsection (b) to read as   follows:           (a-9)     A person commits an offense if the person transports a   firearm to Mexico with the intent to sell the firearm, or purchases   a firearm with the intent to transport the firearm to Mexico for   distribution, unless otherwise authorized by federal law.          (b)  Except as provided by Subsection (c), (d) , or (e), an   offense under this section is a Class A misdemeanor.           (c)     An offense under Subsection (a-9) is a state jail   felony.          SECTION 2.  This Act takes effect September 1, 2025.
