  89R5177 AND-F     By: Paul H.B. No. 5295       A BILL TO BE ENTITLED   AN ACT   relating to appointments to the public transportation advisory   committee.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Sections 455.004(b) and (c), Transportation   Code, are amended to read as follows:          (b)  The [ members of the ] committee consists of the following   members [ shall be ] appointed by the commission [ governor, the   lieutenant governor, and the speaker of the house of   representatives, who shall each appoint ]:                (1)   three members representing [ one member who   represents ] a diverse cross-section of public transportation   providers;                (2)   three members representing [ one member who   represents ] a diverse cross-section of transportation users; and                (3)   three members representing [ one member who   represents ] the general public.          (c)  A member serves at the pleasure of the commission   [ officer who appointed the member ]. A member is not entitled to   compensation for service on the committee but is entitled to   reimbursement for reasonable expenses the member incurs in   performing committee duties.          SECTION 2.  (a)  A member of the public transportation   advisory committee on the effective date of this Act serves at the   pleasure of the Texas Transportation Commission as provided by   Section 455.004(c), Transportation Code, as amended by this Act,   regardless of the officer who appointed the member.          (b)  Not later than January 1, 2026, the Texas Transportation   Commission shall make appointments as authorized by Section   455.004(b), Transportation Code, as amended by this Act, to fill   any vacancies on the public transportation advisory committee   existing on the effective date of this Act.          SECTION 3.  This Act takes effect September 1, 2025.
