  89R16161 CMO-D     By: Walle H.B. No. 5291       A BILL TO BE ENTITLED   AN ACT   relating to reporting and planning requirements to reduce the   occurrence of sexual assault near the campuses of public   institutions of higher education.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Subchapter E-2, Chapter 51, Education Code, is   amended by adding Section 51.260 to read as follows:           Sec.   51.260.     ADDITIONAL SEXUAL ASSAULT REPORTING AND   PLANNING REQUIREMENTS. (a)   In this section, "institution of   higher education" has the meaning assigned by Section 61.003.           (b)     Not later than June 1 of each even-numbered year, an   institution of higher education, in consultation with appropriate   law enforcement entities, shall prepare and submit to the   coordinating board a written report that includes:                 (1)     information on incidents of sexual assault   occurring within a two-mile radius of a campus of the institution   during the preceding two years, including the rate of those   incidents; and                 (2)     a detailed plan to reduce the rate described by   Subdivision (1).           (c)     Not later than January 1 of each odd-numbered year, the   coordinating board shall prepare and submit to the legislature a   written report that summarizes the most recent reports submitted by   institutions of higher education under Subsection (b). The report   must include any recommendations for legislative or other action to   reduce the rates of sexual assault occurring near the campuses of   institutions of higher education.            SECTION 2.  This Act takes effect September 1, 2025.
