  89R27047 KRM-D     By: Dutton H.B. No. 4507     Substitute the following for H.B. No. 4507:     By:  Johnson C.S.H.B. No. 4507       A BILL TO BE ENTITLED   AN ACT   relating to a petition to change the name of a child.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Subchapter A, Chapter 45, Family Code, is   amended by adding Section 45.0015 to read as follows:           Sec.   45.0015.     WHO MAY FILE AFTER TERMINATION OF PARENTAL   RIGHTS; VENUE.   (a)   The following individuals may file a petition   requesting a change of name of a child for whom the parent-child   relationship between the child and the child's parents has been   terminated under Chapter 161:                 (1)     the child who is the subject of the order   terminating the parent-child relationship if the child is at least   10 years of age;                 (2)     an attorney ad litem appointed to represent the   child's interests in a proceeding under Chapter 161; or                 (3)     a managing conservator appointed for the child   under Section 161.207.           (b)     A petition requesting a change of name of a child under   this section must be filed in the county where the child resides.          SECTION 2.  Subchapter A, Chapter 45, Family Code, is   amended by adding Section 45.0025 to read as follows:           Sec.   45.0025.     REPRESENTATION OF CHILD PETITIONER. The   court shall appoint an attorney ad litem to represent the interest   of a child who files a petition under Section 45.0015 at the hearing   if the child is not already represented by an attorney.          SECTION 3.  This Act takes effect September 1, 2025.
