  89R23460 MCK-D     By: Olcott, Capriglione, Hunter, Gerdes, H.B. No. 3743       Muñoz       A BILL TO BE ENTITLED   AN ACT   relating to the management-to-staff ratio requirement for state   agencies.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 651.004(c), Government Code, is amended   to read as follows:          (c)  A state agency [ in the executive branch of state   government that employs more than 100 full-time equivalent   employees ] may not employ more than one full-time equivalent   employee in a management position for every 11 full-time equivalent   employees that the agency employs in nonmanagerial staff positions.   Each state agency shall develop procedures to reduce the number of   full-time equivalent employees in management positions with the   goal of employing the fewest number of employees in management   positions necessary to perform the agency's functions. This   subsection does not prohibit a state agency with fewer than 11   full-time equivalent employees from employing one full-time   equivalent employee in a management position.            SECTION 2.  Section 651.004(a), Government Code, is   repealed.          SECTION 3.  This Act takes effect September 1, 2025.
