  89R11165 MCK-D     By: Cain H.B. No. 3591       A BILL TO BE ENTITLED   AN ACT   relating to prohibiting contracts between certain state agencies   and the Bureau of Alcohol, Tobacco, Firearms and Explosives.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Subtitle F, Title 10, Government Code, is   amended by adding Chapter 2278 to read as follows:   CHAPTER 2278. PROHIBITED CONTRACTS WITH CERTAIN FEDERAL AGENCIES           Sec.   2278.001.     DEFINITION. In this chapter, "state agency"   means:                 (1)     a board, commission, department, office, or other   agency in the executive branch of state government that is created   by the constitution or a statute of this state, including a river   authority and an institution of higher education as defined by   Section 61.003, Education Code;                 (2)  the legislature or a legislative agency; or                 (3)     the Supreme Court of Texas, the Court of Criminal   Appeals of Texas, a court of appeals, a state judicial agency, or   the State Bar of Texas.           Sec.   2278.002.     CONTRACTS WITH BUREAU OF ALCOHOL, TOBACCO,   FIREARMS AND EXPLOSIVES PROHIBITED. A state agency may not enter   into a contract with the Bureau of Alcohol, Tobacco, Firearms and   Explosives of the United States Department of Justice.          SECTION 2.  Chapter 2278, Government Code, as added by this   Act, applies only to a contract entered into on or after the   effective date of this Act.  A contract entered into before that   date is governed by the law in effect on the date the contract was   entered into, and the former law is continued in effect for that   purpose.          SECTION 3.  This Act takes effect September 1, 2025.
