  89R14815 RDR-F     By: Allen H.B. No. 3391       A BILL TO BE ENTITLED   AN ACT   relating to the operation of motor-assisted scooters.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 551.352, Transportation Code, is amended   by adding Subsection (f) to read as follows:           (f)     A person operating a motor-assisted scooter on a street,   highway, sidewalk, or bicycle path in accordance with this section   must attach to the back of the scooter a flag, in the manner   prescribed by department rule.          SECTION 2.  (a) Not later than December 1, 2025, the   Department of Public Safety shall adopt rules necessary to   implement Section 551.352(f), Transportation Code, as added by this   Act.          (b)  Notwithstanding Section 551.352(f), Transportation   Code, as added by this Act, a person is not required to comply with   the requirements of that subsection until February 1, 2026.          SECTION 3.  This Act takes effect September 1, 2025.
