  89R4651 PRL-D     By: Isaac H.B. No. 3144       A BILL TO BE ENTITLED   AN ACT   relating to the use of a public school or institution of higher   education as a polling place.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Sections 43.031(a) and (e), Election Code, are   amended to read as follows:          (a)  In this subchapter : [ , ]                 (1)     "Institution of higher education" has the meaning   assigned by Section 61.003, Education Code.                 (2)   " Public [ public ] building" means a building owned   or controlled by the state or a political subdivision.          (e)  A polling place may not be located :                 (1)     on a campus of a public primary or secondary school   or institution of higher education, unless the campus is closed for   operation during the period for voting; or                 (2)   at the residence of a person who is:                       (A)  [ (1) ]  a candidate for an elective office,   including an office of a political party; or                       (B)  [ (2) ]  related within the third degree by   consanguinity or the second degree by affinity, as determined under   Chapter 573, Government Code, to a candidate described by Paragraph   (A) [ Subdivision (1) ].          SECTION 2.  This Act takes effect September 1, 2025.
