  89R11917 MM-D     By: Goodwin H.B. No. 3103       A BILL TO BE ENTITLED   AN ACT   relating to certain requirements for a school district to contract   with an open-enrollment charter school or entity to operate a   district campus.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 11.174, Education Code, is amended by   adding Subsection (c-1) to read as follows:           (c-1)     Before entering into a contract as provided by this   section with the governing body of an open-enrollment charter   school operated by a charter holder not located in this state or   with an entity not located in this state, the board of trustees of a   school district must consider the contract at an open meeting and   vote to enter into the contract by a record vote.          SECTION 2.  The change in law made by this Act applies only   to a contract that is entered into on or after the effective date of   this Act.  A contract entered into before the effective date of this   Act is governed by the law as it existed immediately before the   effective date of this Act, and that law is continued in effect for   that purpose.          SECTION 3.  This Act takes effect September 1, 2025.
