  89R9379 MEW-F     By: González of El Paso H.B. No. 3024       A BILL TO BE ENTITLED   AN ACT   relating to required reporting regarding a school district's school   counseling program.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 39.306, Education Code, is amended by   amending Subsection (d-1) and adding Subsection (d-2) to read as   follows:          (d-1)   The report must also include, based on the information   included in the report under Subsection (d-2), an evaluation of a   school district's school counseling program.           (d-2)   The report must also include :                 (1)   the number of school counselors providing   counseling services at each campus ;                 (2)     the average number of hours a school counselor   spent on:                       (A)     duties that are components of a counseling   program developed under Section 33.005; and                       (B)     duties that are not components of a   counseling program described by Paragraph (A), including the   average number of hours spent administering or providing assistance   in connection with assessment instruments, except for time spent   interpreting data from assessment instruments; and                 (3)     the findings, conclusions, and other relevant   information from the district's assessment of the district's   compliance with the policy adopted under Section 33.006(d) required   under Subsection (h) of that section .          SECTION 2.  This Act applies beginning with the 2025-2026   school year.          SECTION 3.  This Act takes effect immediately if it receives   a vote of two-thirds of all the members elected to each house, as   provided by Section 39, Article III, Texas Constitution. If this   Act does not receive the vote necessary for immediate effect, this   Act takes effect September 1, 2025.
