  89R14108 AMF-D     By: Holt H.B. No. 2897       A BILL TO BE ENTITLED   AN ACT   relating to a state of the judiciary message delivered by the   presiding judge of the court of criminal appeals.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 21.004, Government Code, is amended to   read as follows:          Sec. 21.004.  STATE OF JUDICIARY MESSAGE. (a) At a   convenient time at the commencement of each regular session of the   legislature, the chief justice of the supreme court and the   presiding judge of the court of criminal appeals shall each deliver   a written or oral state of the judiciary message evaluating the   accessibility of the courts to the citizens of the state and the   future directions and needs of the courts of the state.          (b)  It is the intent of the legislature that a [ the ] state of   the judiciary message promote better understanding between the   legislative and judicial branches of government and promote more   efficient administration of justice in Texas.          SECTION 2.  This Act takes effect September 1, 2025.
