  89R2595 CXP-D     By: Cain H.B. No. 2600       A BILL TO BE ENTITLED   AN ACT   relating to the purchase of periodicals by state agencies and   certain state officers and to prohibiting state agencies from   providing financial support to the news media.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 2113.107, Government Code, is amended by   adding Subsection (h) to read as follows:           (h)     In this subsection, "state agency" includes the   legislature and an agency in the legislative branch of state   government. Except as provided by this subsection, a state agency   may not use appropriated money to purchase a periodical.   A member   of the legislature may purchase one subscription to each periodical   that is published in the district the member represents.   A state   officer who is elected in a statewide election may purchase one   subscription to each periodical that is published in this state.     This subsection does not apply to a purchase for or by a state   museum, a state library or archive, or an institution of higher   education library.          SECTION 2.  Subchapter C, Chapter 2113, Government Code, is   amended by adding Section 2113.108 to read as follows:           Sec.   2113.108.     NEWS MEDIA. Except as provided by Section   2113.107(h), a state agency may not use appropriated money to   sponsor, partner with, donate to, or otherwise provide financial   support to any news media.          SECTION 3.  This Act takes effect September 1, 2025.
