  89R11128 KJE-D     By: Villalobos H.B. No. 2597       A BILL TO BE ENTITLED   AN ACT   relating to providing for a delay in the implementation of certain   changes to the assignment of performance ratings under the public   school accountability system.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Subchapter C, Chapter 39, Education Code, is   amended by adding Section 39.057 to read as follows:           Sec.   39.057.     DELAY IN IMPLEMENTATION OF CERTAIN CHANGES TO   ACCOUNTABILITY RATING SYSTEM. Notwithstanding any other law, the   commissioner may not implement a change in the methods and   standards adopted under Section 39.054 that would affect the   performance ratings assigned under that section until the first   anniversary of the adoption of the change.          SECTION 2.  This Act takes effect immediately if it receives   a vote of two-thirds of all the members elected to each house, as   provided by Section 39, Article III, Texas Constitution.  If this   Act does not receive the vote necessary for immediate effect, this   Act takes effect September 1, 2025.
