      By: Hinojosa H.B. No. 1213       A BILL TO BE ENTITLED   AN ACT   relating to the issuance of a transcript by a postsecondary   educational institution to a student who is in default on certain   student loans.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 51.9715, Education Code, is amended by   adding Subsections (c), (d), and (e) to read as follows:           (c)     A postsecondary educational institution may not refuse   to issue a transcript to a current or former student based solely on   the student's default on a student loan administered by the   coordinating board.           (d)     If a postsecondary educational institution charges a   fee in connection with the issuance of a transcript under this   section, the amount of the fee must be the same for each student   regardless of whether the student is in default on a student loan   administered by the coordinating board.           (e)  In this section:                 (1)     "Coordinating board" means the Texas Higher   Education Coordinating Board.                 (2)     "Postsecondary educational institution" includes   an institution of higher education and a private or independent   institution of higher education as those terms are defined by   Section 61.003.          SECTION 2.  This Act takes effect September 1, 2025.
