  89R1724 MM-D     By: Lopez of Cameron H.B. No. 1124       A BILL TO BE ENTITLED   AN ACT   relating to continuing education requirements for a member of the   board of trustees of a school district regarding state laws   governing public schools; providing a civil penalty.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 11.159, Education Code, is amended by   adding Subsections (b-2) and (b-3) to read as follows:           (b-2)     The State Board of Education shall require a trustee   to complete annual training regarding state laws governing public   education. The training must include information regarding:                 (1)  school district governance;                 (2)  a trustee's ethical obligations;                 (3)     the requirements regarding open meetings under   Chapter 551, Government Code;                 (4)     a trustee's fiduciary responsibilities to the   district;                 (5)     the prohibitions regarding nepotism under Chapter   573, Government Code; and                 (6)     legislative updates regarding state laws for   public schools, including requirements and prohibitions related   to:                       (A)  instructional materials;                       (B)     diversity, equity, and inclusion   initiatives; and                       (C)     student participation in athletic   activities.           (b-3)     A trustee who does not complete the training required   under Subsection (b-2) is:                 (1)     liable to the state for a civil penalty in an   amount not to exceed $500; and                 (2)     subject to the cancellation of any liability   insurance coverage provided to the trustee by the district.          SECTION 2.  This Act takes effect September 1, 2025.
