  89R2678 KRM-D     By: Morales of Harris H.B. No. 286       A BILL TO BE ENTITLED   AN ACT   relating to a study by the Department of Public Safety on stolen   firearms.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  DEFINITIONS. In this Act:                (1)  "Department" means the Department of Public Safety   of the State of Texas.                (2)  "Firearm" has the meaning assigned by Section   46.01, Penal Code.          SECTION 2.  STUDY ON STOLEN FIREARMS. The department shall,   using any available data, conduct a study to determine the extent to   which stolen firearms have been used to commit offenses in this   state since January 1, 1980.          SECTION 3.  REPORT. Not later than December 1, 2026, the   department shall submit a report regarding the results of the study   to the governor, the lieutenant governor, the speaker of the house   of representatives, and each standing committee of the legislature   with primary jurisdiction over criminal justice matters.          SECTION 4.  EXPIRATION. This Act expires February 1, 2027.          SECTION 5.  EFFECTIVE DATE. This Act takes effect September   1, 2025.
