Senate Concurrent Resolution No. 155 CHAPTER 154 Relative to the Officer Kirk Leland Johnson Memorial Interchange. This measure would designate the interchange at State Route 52 and Interstate 805 in the County of San Diego as the Officer Kirk Leland Johnson Memorial Interchange. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs. Digest Key Fiscal Committee: YES Bill Text WHEREAS, Kirk Leland Johnson was born on January 12, 1957, in the community of Elmhurst, Illinois, where he was raised with strong values of faith and service; and WHEREAS, After graduating from high school in 1975, he enlisted in the United States Army, serving with distinction in Hawaii and rising to the rank of sergeant in the infantry; and WHEREAS, During his military service, Johnson earned an associate degree from the University of Maryland, demonstrating his commitment to self-improvement and education alongside his dedication to duty; and WHEREAS, In January 1980, Johnson was hired by the San Diego Police Department; and WHEREAS, Officer Johnson distinguished himself during his training at the police academy, where his determination and drive were evident throughout his training, as he pushed himself to excel through the final day of class, and where he graduated third among a class of 40 officers; and WHEREAS, After graduation from the police academy, Officer Johnson was assigned to the Northern Division of the San Diego Police Department as a patrol officer, where he quickly established himself as a dedicated and proactive member of the force; and WHEREAS, Officer Johnson’s supervisors consistently noted his strong work ethic and above-average performance; and WHEREAS, Throughout Officer Johnson’s years of service, he routinely volunteered for radio calls up to the final moments of his shift; and WHEREAS, Officer Johnson took great pride in his work and remained driven by a desire to serve at the highest level, and he was awarded a Commanding Officer’s Citation for an outstanding arrest; and WHEREAS, Colleagues remember Officer Johnson as a good man, a good cop, and a person of deep faith who valued his relationships with family, friends, and fellow officers; and WHEREAS, Officer Johnson’s character was evident, not only in his professional dedication, but also in his personal integrity and the respect he earned from those who knew him; and WHEREAS, Officer Johnson’s watch ended after three years of service to the San Diego community, as he died in the line of duty on February 20, 1983, at 26 years of age; and WHEREAS, The incident occurred while Officer Johnson was conducting his patrol duties in the early morning hours, in the vicinity of Marion Bear Memorial Park near State Route 52 and Genesee Avenue; and WHEREAS, Officer Johnson’s life and service left a lasting impact on his family, his fellow officers, and the San Diego community; and WHEREAS, Officer Johnson’s sacrifice stands as testimony to the risks borne by those who serve in law enforcement; and WHEREAS, This dedication serves as a fitting tribute to Officer Johnson’s service to the community and ensures that all who pass this location remember his sacrifice; now, therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby designates the interchange at State Route 52 and Interstate 805 (PM 3.761), in the County of San Diego, as the Officer Kirk Leland Johnson Memorial Interchange; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
