CALIFORNIA LEGISLATURE— 2025–2026 REGULAR SESSION Senate Bill No. 1251 Introduced by Senator McGuire February 19, 2026 An act relating to elementary and secondary education. LEGISLATIVE COUNSEL'S DIGEST SB 1251, as introduced, McGuire. Elementary and secondary education. Existing law establishes a system of elementary and secondary education in this state, under which local educational agencies provide instruction to pupils in kindergarten and grades 1 to 12, inclusive, at schoolsites throughout the state. This bill would express the intent of the Legislature to enact subsequent legislation relating to elementary and secondary education.
