Senate Bill No. 854 CHAPTER 240 An act to add Section 22 to the Unemployment Insurance Code, relating to unemployment insurance. [ Approved by Governor October 01, 2025. Existing law, the Unemployment Insurance Code, governs unemployment insurance in the state, including, among other things, the administration of unemployment and disability compensation. Existing law defines various terms for purposes of the code. This bill would define “mail,” “mailing,” or “mailed” to include a writing transmitted by the United States Postal Service or other common mail carrier or by electronic transmission, as specified. Section 22 is added to the Unemployment Insurance Code, to read: 22. Except as otherwise specified, for purposes of this code, “mail,” “mailing,” or “mailed” include a writing transmitted by the United States Postal Service or other common mail carrier or by electronic transmission. For purposes of an electronic transmission, “postmark date” means the date on which the writing was sent.
