Assembly Concurrent Resolution No. 142 CHAPTER 134 Relative to the San Joaquin County Sheriff’s Deputies Floyd and Michael Coleman Memorial Highway. [ Filed with Secretary of State June 26, 2026. ] LEGISLATIVE COUNSEL'S DIGEST ACR 142, Ransom. San Joaquin County Sheriff’s Deputies Floyd and Michael Coleman Memorial Highway. This measure would designate a specified portion of State Route 120 in the County of San Joaquin as the San Joaquin County Sheriff’s Deputies Floyd and Michael Coleman Memorial Highway. The measure would request that the Department of Transportation determine the cost of appropriate signs showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs. Digest Key Fiscal Committee: YES Bill Text WHEREAS, Floyd Coleman and his son, Michael Coleman, lived in the City of Manteca; and WHEREAS, Michael Coleman attended schools in the City of Manteca; and WHEREAS, Floyd Coleman was sworn in as a member of the sheriff’s auxiliary in 1954; and WHEREAS, Michael Coleman joined the San Joaquin County Sheriff’s Office as a cadet and he was promoted one year later to a deputy, with his father pinning his gold star on Michael’s chest; and WHEREAS, Floyd Coleman served as the San Joaquin County Sheriff’s Office’s Rangemaster, teaching young deputies the techniques necessary to properly use a firearm; and WHEREAS, Michael worked in the San Joaquin County Sheriff’s Office’s Custody Division and Patrol Division, and he worked as an undercover detective in the Metropolitan Narcotics Task Force; and WHEREAS, On March 25, 1982, Floyd Coleman was working at the San Joaquin County Sheriff’s Office’s range, and the Metropolitan Narcotics Task Force was assigned to serve a search warrant for drugs in the City of Stockton; and WHEREAS, Detective Michael Coleman responded and an exchange of gunfire occurred during the service of the search warrant, resulting in Detective Michael Coleman being shot; and WHEREAS, Detective Michael Coleman was transported to Dameron Hospital in the City of Stockton; and WHEREAS, A patrol unit responded to the range to transport Floyd Coleman to the hospital, and as they approached the hospital, Floyd slumped forward; and WHEREAS, Floyd had suffered a heart attack, and he was rushed into an examination room inside the hospital, but it was too late; and WHEREAS, Floyd and Michael Coleman were pronounced dead, and were later laid to rest side by side; and WHEREAS, Floyd and Michael Coleman are both buried in St. John’s Catholic Cemetery in the City of Escalon; and WHEREAS, Floyd and Michael Coleman will be remembered for their hard work and dedication to professionalism in law enforcement, and they will be profoundly missed by all; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Route 120 from S Van Allen Road, at postmile 13.83, to N Ripon Road, at postmile 9.82, in the County of San Joaquin as the San Joaquin County Sheriff’s Deputies Floyd and Michael Coleman Memorial Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing this special designation and, upon receiving donations from nonstate sources sufficient to cover the cost, to erect those signs; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and the author for appropriate distribution.
