CALIFORNIA LEGISLATURE— 2025–2026 REGULAR SESSION Assembly Bill No. 2742 Introduced by Assembly Member Gabriel February 20, 2026 An act to amend Section 669 of the Civil Code, relating to property. LEGISLATIVE COUNSEL'S DIGEST AB 2742, as introduced, Gabriel. Property ownership. Existing law provides that all property has an owner, whether that owner is the state, and the property is public, or the owner is an individual, and the property is private. This bill would make nonsubstantive changes to those provisions. Section 669 of the Civil Code is amended to read: 669. All property has an owner, whether that owner is the State, state, and the property is public, or the owner is an individual, and the property is private. The State state may also hold property as a private proprietor.
