CALIFORNIA LEGISLATURE— 2025–2026 REGULAR SESSION Assembly Bill No. 1451 Introduced by Assembly Member Muratsuchi February 21, 2025 An act to amend Section 22000 of the Education Code, relating to teachers’ retirement. LEGISLATIVE COUNSEL'S DIGEST AB 1451, as introduced, Muratsuchi. State Teachers’ Retirement System. Existing law, the Teachers’ Retirement Law, establishes the State Teachers’ Retirement System (STRS) and creates the Defined Benefit Program of the State Teachers’ Retirement Plan, which provides a defined benefit to members of the program, based on final compensation, credited service, and age at retirement, subject to certain variations. This bill would make a nonsubstantive change to the provision naming that law. Section 22000 of the Education Code is amended to read: 22000. This part may be known and cited as the E. Richard Barnes Act and together with Part 14 (commencing with Section 26000) shall be known known, and may be cited, as the Teachers’ Retirement Law.
