A BILL
To prohibit assistance to foreign governments that violate
human rights with respect to religious freedom.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. IDENTIFICATION OF COUNTRIES WITH LAWS
3
IMPOSING
SEVERE
CRIMINAL
PENALTIES
4
FOR
APOSTASY,
BLASPHEMY,
OR
INTER-
5
FAITH.

Not later than 120 days after the date of the enact-
7
ment of this Act, the President shall submit a report to
8
the Committee on Foreign Relations of the Senate and
9
the Committee on Foreign Affairs of the House of Rep-

resentatives that lists each foreign government that the

President determines, based on credible information, im-
2
poses a death sentence or life imprisonment on the basis
3
of—
4
(1) anti-apostasy laws that explicitly prohibit
5
disaffiliation from a particular religion;
6
(2) anti-blasphemy laws; or
7
(3) laws prohibiting marriage between individ-
8
uals of different religious faiths.

SEC. 2. PROHIBITION ON ASSISTANCE TO FOREIGN GOV-
10
ERNMENTS THAT VIOLATE HUMAN RIGHTS
11
WITH RESPECT TO RELIGION.

The United States Government is prohibited from ob-
13
ligating or expending any Federal funds to provide assist-
14
ance to the government of any country identified in the
15
report submitted by the President pursuant to section 1.
