A BILL
To provide for an enhanced Coronavirus relief fund, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Coronavirus Relief for
4
States Act’’.

SEC. 2. ENHANCED CORONAVIRUS RELIEF FUND.

(a) IN GENERAL.—Title VI of the Social Security Act
2
(as added by section 5001 of Public Law 116–136) is
3
amended by adding at the end the following:
4
‘‘SEC. 602. ENHANCED CORONAVIRUS RELIEF FUND.
5
‘‘(a) APPROPRIATION.—Out of any money in the
6
Treasury of the United States not otherwise appropriated,
7
there are appropriated for making payments to States and
8
Tribal governments, $500,000,000,000 for fiscal year
9
2020.
10
‘‘(b) AUTHORITY TO MAKE PAYMENTS.—Not later
11
than 30 days after the date of enactment of this section,
12
the Secretary shall pay each State and Tribal government
13
the amount determined for the State or Tribal govern-
14
ment, for fiscal year 2020 under subsection (c).
15
‘‘(c) PAYMENT AMOUNTS.—
16
‘‘(1) IN
GENERAL.—The amount paid under
17
this section for fiscal year 2020 to a State or Tribal
18
government shall be the amount equal to the relative
19
population proportion amount determined for the
20
State or Tribal government under paragraph (2) for
21
such fiscal year.

‘‘(2) RELATIVE POPULATION PROPORTION DE-
23
FINED.—For purposes of paragraph (1), the term
24
‘relative population proportion’ means, with respect
25
to a State or Indian Tribe, the quotient of—

‘‘(A) the population of the State or Indian
1
Tribe; and
2
‘‘(B) the total population of all States.

‘‘(3) DATA.—For purposes of this subsection,
4
the population of the States and Indian Tribes shall
5
be determined based on the most recent year for
6
which data are available from the Bureau of the
7
Census based on the American Community Survey.
8
‘‘(d) USE OF FUNDS.—A State or Tribal government
9
shall use the funds provided under a payment made under
10
this section to cover those costs of the State or Tribal gov-
11
ernment, that—
12
‘‘(1) are necessary expenditures incurred due to
13
the public health emergency with respect to the
14
Coronavirus Disease 2019 (COVID–19);
15
‘‘(2) replace revenue lost as a result of the
16
COVID-19 crisis; or
17
‘‘(3) contribute to the economic recovery of the
18
State or Indian Tribe from the COVID-19 crisis.

‘‘(e) DEFINITIONS.—In this section:
20
‘‘(1) INDIAN TRIBE.—The term ‘Indian Tribe’
21
has the meaning given that term in section 4(e) of
22
the Indian Self-Determination and Education Assist-
23
ance Act (25 U.S.C. 5304(e)).

‘‘(2) SECRETARY.—The term ‘Secretary’ means
1
the Secretary of the Treasury.
2
‘‘(3) STATE.—The term ‘State’ means the 50
3
States, the District of Columbia, the Commonwealth
4
of Puerto Rico, the United States Virgin Islands,
5
Guam, the Commonwealth of the Northern Mariana
6
Islands, and American Samoa.
7
‘‘(4) TRIBAL GOVERNMENT.—The term ‘Tribal
8
government’ means the recognized governing body of
9
an Indian Tribe.’’.

(b) APPLICATION OF PROVISIONS.—Amounts appro-
11
priated for fiscal year 2020 under section 602 of the So-
12
cial Security Act (as added by subsection (a)) shall be sub-
13
ject to the requirements contained in Public Law 116–94
14
for funds for programs authorized under sections 330
15
through 340 of the Public Health Service Act (42 U.S.C.
16
254 through 256).
