to the Committee on Energy and Commerce
A BILL
To authorize the Secretary of Health and Human Services
to administer vaccinations for COVID-19, once available,
at no cost to the inoculated, in response to the COVID-
19 outbreak, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Universal Coronavirus
4
Vaccine Act’’.
5
SEC. 2. VACCINATION FOR COVID-19.

(a) IN GENERAL.—The Secretary of Health and
7
Human Services, acting directly or by entering into con-

tracts or awarding grants, may administer any vaccine li-

censed under section 351 of the Public Health Service Act
2
(42 U.S.C. 262) for the prevention, mitigation, or treat-
3
ment of COVID-19. The Secretary shall take such steps
4
as may be necessary to ensure that the inoculated incur
5
no out-of-pocket costs for that vaccination.

(b) AUTHORIZATION
OF APPROPRIATIONS.—There
7
are authorized to be appropriated to carry out this section
8
such sums as may be necessary.
