A BILL
To authorize the Secretary of Labor to take certain actions
to effectively respond during the COVID-19 public health
emergency declared under section 319 of the Public
Health Service Act to the needs of individuals partici-
pating in community service activities under title V of
the Older Americans Act of 1965.
Be it enacted by the Senate and House of Representa-

SECTION 1. CONTINUITY OF SERVICE AND OPPORTUNITIES

FOR PARTICIPANTS IN COMMUNITY SERVICE
2
ACTIVITIES UNDER TITLE V OF THE OLDER
3
AMERICANS ACT OF 1965.

To ensure continuity of service and opportunities for
5
participants in community service activities under title V
6
of the Older Americans Act of 1965 (42 U.S.C. 3056–
7
3056p), the Secretary of Labor—
8
(1)(A) may allow for individuals participating
9
in such activities as of March 1, 2020, to extend
10
their participation for a period that exceeds the pe-
11
riod described in section 518(a)(3)(B)(i) of such Act
12
if the Secretary determines such extension is appro-
13
priate due to the effects of the COVID-19 public
14
health emergency declared under section 319 of the
15
Public Health Service Act (42 U.S.C. 247d), and
16
(B) may extend the average participation cap
17
for eligible individuals applicable to grantees under
18
section 502(b)(1)(C) of such Act to a cap the Sec-
19
retary determines is appropriate due to the effects of
20
the COVID-19 public health emergency declared
21
under section 319 of the Public Health Service Act
22
(42 U.S.C. 247d), and
23
(2) may increase the amount available to pay
24
the authorized administrative costs to an amount
25
not to exceed 20 percent of the grant amount if the
