To improve the transparency of the budget of the Air Force.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Air Force Budget
4
Transparency Act of 2020’’.

SEC. 2. INCLUSION OF FUNDS FOR AIR FORCE PASS-
6
THROUGH ITEMS IN DEFENSE-WIDE BUDGET
7
FOR THE DEPARTMENT OF DEFENSE.

(a) IN GENERAL.—In any budget of the President
9
submitted to Congress pursuant to section 1105(a) of title
10
31, United States Code, for a fiscal year after fiscal year

2020, any funds for an Air Force pass-through item shall

be requested in the Defense-wide budget of the Depart-
2
ment of Defense rather than the budget of the Air Force.

(b) AIR FORCE PASS-THROUGH ITEM DEFINED.—In
4
this section, the term ‘‘Air Force pass-through item’’
5
means a program, project, or activity for which—
6
(1) funds would otherwise be requested for the
7
Air Force; and
8
(2) funds made available for execution will be
9
executed by another department, agency, or element
10
of the Department of Defense.
