To amend title 38, United States Code, to require the Sec-
retary of Veterans Affairs to collect and include certain
student outcome information in the GI Bill comparison
tool of the Department of Veterans Affairs, and for
other purposes.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ββTransparency for Stu-

dent Veterans Actββ.

SEC. 2. INCLUSION OF CERTAIN STUDENT OUTCOME IN-
1
FORMATION IN GI BILL COMPARISON TOOL
2
OF DEPARTMENT OF VETERANS AFFAIRS.

(a) IN GENERAL.βSection 3698 of title 38, United
4
States Code, is amendedβ
5
(1) in subsection (c)β
6
(A) by adding at the end the following new
7
paragraph:

ββ(4)(A) The Secretary shall enter into a memo-
9
randum of understanding with the Secretary of Education,
10
the Secretary of Defense, the Secretary of Labor, the Di-
11
rector of the Consumer Financial Protection Bureau, the
12
Director of the Census Bureau, and the Commissioner of
13
the Internal Revenue Service under which the Secretaries,
14
the Directors, and the Commissioner shall provide to the
15
Secretary of Veterans Affairs the following information
16
about student outcomes with respect to students who are
17
veterans, members of the Armed Forces, or dependents
18
of veterans or members of the Armed Forces at edu-
19
cational institutions:

ββ(i) Persistence rate.
21
ββ(ii) Course and program completion rates.
22
ββ(iii) Transfer-out rate.
23
ββ(iv) Graduation rate.

ββ(I) Credentials.

ββ(II) Certificates.

ββ(III) Associates degrees.

ββ(IV) Bachelors degrees.

ββ(V) Postbaccalaureate degrees.

ββ(vi) Average number of years to complete each
9
of the credentials, degrees, and certificates referred
10
to in clause (v).

ββ(vii) Employment rates of graduates and of in-
12
dividuals who attended but did not complete a de-
13
gree or certificate program.

ββ(viii) Median earnings for graduates.
15
ββ(ix) Average salary for graduates with each
16
major or certificate available at the institution.
17
ββ(x) Median amount of Federal student loans
18
expressed separately forβ
19
ββ(I) individuals who completed a creden-
20
tial, degree, or certificate; and
21
ββ(II) individuals who attended a program
22
of education leading to a credential, degree, or
23
certificate but did not complete a credential, de-
24
gree, or certificate.

ββ(xii) Student loan repayment rates and the

proportion of student loans in deferment or forbear-

ance, expressed separately forβ

ββ(I) individuals who completed a creden-
5
tial, degree, or certificate; and

ββ(II) individuals who attended a program
7
of education leading to a credential, degree, or
8
certificate but did not complete a credential, de-
9
gree, or certificate.

ββ(xiii) Types of student loan repayment plans,
11
expressed separately forβ

ββ(I) individuals who completed a creden-
13
tial, degree, or certificate; and
14
ββ(II) individuals who attended a program
15
of education leading to a credential, degree, or
16
certificate but did not complete a credential, de-
17
gree, or certificate.

ββ(B) The information required under subparagraph
19
(A) shall be expressed separately for students who are vet-
20
erans, students who are members of the Armed Forces,
21
and students who are dependents of veterans or members
22
of the Armed Forces.ββ; and

(B) in paragraph (1)(C)β

(i) in clause (xi), by striking ββandββ at

collected pursuant to paragraph (4).ββ;

(2) by redesignating subsection (f) as sub-
9
section (g); and

(3) by inserting after subsection (d) the fol-
11
lowing new subsection (f):

ββ(f) PRIVACY PROTECTIONS.βTo the extent prac-
13
ticable, the Secretary shall develop a comprehensive plan
14
to protect the personally identifiable information of indi-
15
viduals when providing information on aggregate student
16
outcomes under this section.ββ.

(b) DEADLINE FOR IMPLEMENTATION.β
18
(1) MOU
DEADLINE.βNot later than 24
19
months after the date of the enactment of this Actβ
20
(A) the Secretary of Veterans Affairs shall
21
enter into the memoranda of understanding re-
22
quired by subsection (c)(4) of section 3698 of
23
title 38, United States Code, as added by sub-
24
section (a); and

(B) collect the data on student outcomes

required to be provided pursuant to such memo-
2
randa of understanding.

(2) BRIEFING.βNot later than 12 months after
4
the date of the enactment of this Act, the Secretary
5
shall provide to the Committee on Veteransβ Affairs
6
of the House of Representatives a briefing on the
7
implementation of such memoranda of this Act and
8
the amendments made by this Act.
