A BILL
To amend title XXVII of the Public Health Service Act
to require group health plans and health insurance
issuers offering group or individual health insurance cov-
erage to cover COVID–19 testing without cost sharing.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Covering Coronavirus
4
Test Act of 2020’’.

SEC. 2. REQUIRING GROUP HEALTH PLANS AND HEALTH

INDIVIDUAL HEALTH INSURANCE COVERAGE

TO COVER COVID–19 TESTING WITHOUT COST

SHARING.

Section 2713 of the Public Health Service Act (42
6
U.S.C. 300gg–11) is amended—
7
(1) in subsection (a)—
8
(A) in paragraph (2), by striking ‘‘and’’ at
9
the end;
10
(B) in paragraph (3), by striking the pe-
11
riod at the end and inserting a semicolon;
12
(C) in paragraph (4), by striking the pe-
13
riod at the end and inserting ‘‘; and’’;
14
(D) by redesignating paragraph (5) as
15
paragraph (6); and
16
(E) by inserting after paragraph (4) the
17
following new paragraph:
18
‘‘(5) any service consisting of a test furnished
19
for purposes of diagnosing COVID–19.’’; and
20
(2) in subsection (b), by adding at the end the
21
following new paragraph:

‘‘(3) CLARIFICATION OF NONAPPLICATION OF
23
INTERVAL TO COVID–19 LABORATORY TESTS.—The
