following bill; which was referred to the Committee on Energy and Commerce

To reauthorize the Stem Cell Therapeutic and Research Act
of 2005, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Stem Cell Therapeutic
4
and Research Reauthorization Act of 2019’’.
5
SEC. 2. REAUTHORIZATION OF THE C.W. BILL YOUNG CELL
6
TRANSPLANTATION PROGRAM.
7
(a) IN GENERAL.—Section 379(d)(2)(B) of the Pub-
8
lic Health Service Act (42 U.S.C. 274k(d)(2)(B)) is
9
amended—

(1) by striking ‘‘including remote collection,

consistent with the inventory’’ and inserting ‘‘includ-

ing collection, consistent with the inventory’’; and
3
(2) by inserting ‘‘including remote collection,’’
4
before ‘‘consistent with the requirements’’.

(b) ADVISORY COUNCIL MEETINGS.—Subsection (a)
6
of section 379 of the Public Health Service Act (42 U.S.C.
7
274k) is amended by adding at the end the following new
8
paragraph:
9
‘‘(7) The Secretary shall convene the Advisory
10
Council at least two times each calendar year.’’.
11
(c) AUTHORIZATION OF APPROPRIATIONS.—Section
12
379B of the Public Health Service Act (42 U.S.C. 274m)
13
is amended by striking ‘‘$33,000,000 for fiscal year 2015
14
and $30,000,000 for each of fiscal years 2016 through
15
2020’’ and inserting ‘‘$30,000,000 for each of fiscal years
16
2020 through 2024’’.

SEC. 3. CORD BLOOD INVENTORY.

Subsection (g) of section 2 of the Stem Cell Thera-
19
peutic and Research Act of 2005 (42 U.S.C. 274k note)
20
is amended to read as follows:

‘‘(g) AUTHORIZATION
