AN ACT
To provide PreCheck to certain severely injured or disabled
veterans, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Veterans Expedited
2
TSA Screening Safe Travel Act’’ or the ‘‘VETS Safe
3
Travel Act’’.

SEC. 2. AVAILABILITY OF PRECHECK PROGRAM TO CER-
5
TAIN SEVERELY INJURED OR DISABLED VET-
6
ERANS.

(a) IN GENERAL.—Section 44927 of title 49, United
8
States Code, is amended by adding at the end the fol-
9
lowing:
10
‘‘(g) AVAILABILITY
OF PRECHECK PROGRAM
TO
11
CERTAIN
SEVERELY
INJURED
OR
DISABLED
VET-
12
ERANS.—
13
‘‘(1) IN
GENERAL.—A veteran described in
14
paragraph (2) is eligible for security screening under
15
the PreCheck Program under section 44919 at no
16
cost to the veteran if the veteran is able to meet the
17
background check and other security requirements
18
for participation in the program.

‘‘(2) VETERANS
DESCRIBED.—A veteran de-
20
scribed in this paragraph is a veteran determined by
21
the Secretary of Veterans Affairs—
22
‘‘(A)(i) to have had a loss, or loss of use,
23
of a limb;
24
‘‘(ii) to have become paralyzed or partially
25
paralyzed; or

‘‘(iii) to have incurred permanent blind-

ness; and

‘‘(B) as a result of that loss, paralyzation
3
or partial paralyzation, or blindness, to require
4
the use of a wheelchair, prosthetic limb, or
5
other assistive device to aid with mobility.’’.

(b) COORDINATION ON IMPLEMENTATION.—Not later
7
than 180 days after the date of the enactment of this Act,
8
the Administrator of the Transportation Security Admin-
9
istration and the Secretary of Veterans Affairs shall joint-
10
ly—
11
(1) develop and implement a process for pro-
12
viding the Transportation Security Administration
13
with access to the data needed to validate the eligi-
14
bility of a veteran for the PreCheck Program under
15
section 44927(g) of title 49, United States Code, as
16
added by subsection (a); and
17
(2) submit to Congress a report on the status
18
of implementing the process required by paragraph
19
(1).
