A BILL
To prevent the breakup of families receiving certain Federal
housing assistance, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Families Under One
4
Roof Act of 2019’’.

SEC. 2. USE OF HOUSING ASSISTANCE BY NON-RESIDENT
6
ALIENS.

(a) ELIGIBILITY
OF MIXED STATUS FAMILIES.—

Paragraph (2) of section 214(b) of the Housing and Com-

munity Development Act of 1980 (42 U.S.C. 1436a(b)(2))

is amended by striking ‘‘any’’ and inserting ‘‘the family

(b) PRESERVATION
OF FAMILIES.—Subparagraph
4
(A) of section 214(c)(1) of the Housing and Community
5
Development Act of 1980 (42 U.S.C. 1436a(c)(1)(A)) is
6
amended—
7
(1) in the first sentence, by striking ‘‘the head
8
of household or spouse’’ and inserting ‘‘any mem-
9
ber’’; and
10
(2) in the second sentence—
11
(A) by striking ‘‘a head of household’’ and
12
inserting ‘‘such member’’; and
13
(B) by striking ‘‘the head of household’’
14
each place such term appears and inserting
15
‘‘such member’’.
