A BILL
To amend the Department of Agriculture Reorganization
Act of 1994 to reaffirm the authority of the Under
Secretary of Agriculture for Research, Education, and
Economics, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Agriculture Research
4
Integrity Act of 2019’’.

SEC. 2. REAFFIRMING THE AUTHORITY OF THE UNDER

OF
AGRICULTURE
FOR
RE-

SEARCH, EDUCATION, AND ECONOMICS.

Subtitle F of the Department of Agriculture Reorga-
4
nization Act of 1994 (7 U.S.C. 6971) is amended by add-
5
ing at the end the following:

‘‘SEC. 252. REAFFIRMING THE AUTHORITY OF THE UNDER
7
SECRETARY.
8
‘‘(a) IN GENERAL.—Notwithstanding the authority
9
specified in Reorganization Plan Numbered 2 of 1953 (67
10
Stat. 633; 5 U.S.C. App.; 7 U.S.C. 2201 note) or any
11
other provision of Federal law relating to the authority
12
of the Secretary, including section 296—
13
‘‘(1) the Agricultural Research Service, the
14
Economic Research Service, the National Agricul-
15
tural Statistics Service, and the National Institute of
16
Food and Agriculture (and any successor agency to
17
any of those agencies) shall be within the research,
18
education, and economics mission area of the De-
19
partment;
20
‘‘(2) the authority to administer each of those
21
agencies is vested in the Under Secretary for Re-
22
search, Education, and Economics; and
23
‘‘(3) the authority to administer those agencies
24
may not be vested in the head of another agency
25
within the Department.

‘‘(b) LOCATION OF AGENCIES.—The Secretary shall
1
locate the headquarters of the Economic Research Service
2
and the National Institute of Food and Agriculture, and
3
the majority of the staff of each of those agencies, within
4
the National Capital Region to ensure maximum coordina-
5
tion and interaction—
6
‘‘(1) between those agencies;
7
‘‘(2) between each of those agencies and the
8
agencies delivering the food and agricultural pro-
9
grams and services of the Department; and
10
‘‘(3) between each of those agencies and other
11
Federal science agencies (including science agencies
12
of the Department).’’.
