Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Maritime Industries 4 Relief Act of 2019’’. 5 SEC. 2. DUTY-FREE TREATMENT FOR THE SALE OF 1 USED YACHTS. 2 ‘‘(a) IN GENERAL.—Notwithstanding any other pro- 3 vision of law, any dutiable vessel meeting the definition 4 of a used yacht under subsection (b) may be offered for 5 sale or sold in the customs territory of the United States 6 without payment of duty. 7 ‘‘(b) USED YACHT DEFINED.—For purposes of duty- 8 free treatment under subsection (a), the term ‘used yacht’ 9 means a vessel classifiable under heading 8903 of the Har- 10 monized Tariff Schedule of the United States that was— 11 ‘‘(1) sold at least once before entering the cus- 12 toms territory of the United States; and 13 ‘‘(2) used, by the person bringing such vessel 14 into the customs territory of the United States, pri- 15 marily for recreation or pleasure. 16 ‘‘(c) REGULATIONS.—The Secretary of the Treasury 17 is authorized to make such rules and regulations as may 18 be necessary to carry out the provisions of this section.’’. 19 SEC. 3.
