A BILL
To allow the Secretary of the Treasury to accept public
donations to fund the construction of a barrier on the
border between the United States and Mexico and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Buy a Brick, Build
4
the Wall Act of 2019’’.

SEC. 2. BORDER WALL TRUST FUND.

(a) BORDER WALL TRUST FUND.—At the end of
2
subchapter III of chapter 33 of title 31, United States
3
Code, insert the following:
4
‘‘§ 3344. Border wall trust fund.
5
‘‘(a) AUTHORITY TO RECEIVE GIFTS.—Notwith-
6
standing section 3113, the Secretary of the Treasury may
7
accept for the Government a gift of money on the condi-
8
tion that it be used to plan, design, construct, or maintain
9
a barrier along the international border between the
10
United States and Mexico.
11
‘‘(b) TRUST FUND.—Not later than 60 days after the
12
date of enactment of this section, the Secretary of the
13
Treasury shall—
14
‘‘(1) establish an account, to be known as the
15
‘Border Wall Trust Fund’, into which money re-
16
ceived as gifts under this section shall be deposited;
17
and
18
‘‘(2) create a publicly accessible website to re-
19
ceive such gifts.’’.
20
(b) CLERICAL AMENDMENT.—The table of contents
21
for chapter 33 of title 31, United States Code, is amended
22
by inserting at the end the following:
23
‘‘3344. Border wall trust fund.’’.
