A BILL
To amend section 416 of title 39, United States Code, to
remove the authority of the United States Postal Service
to issue semipostals except as provided for by an Act
of Congress, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Semipostal Stamp
4
Clarification Act of 2019’’.

SEC. 2. LIMITATION ON UNITED STATES POSTAL SERVICE

SEMIPOSTAL STAMP AUTHORITY.

Section 416 of title 39, United States Code, is
3
amended—
4
(1) by striking subsection (b) and inserting the
5
following:
6
‘‘(b) LIMITED AUTHORITY.—The Postal Service may
7
issue and sell semipostals under this section only for such
8
purposes or causes as provided for by an Act of Con-
9
gress.’’;

(2) in subsection (d)—
11
(A) in paragraph (1)—
12
(i) by striking ‘‘appropriate agency or
13
agencies’’ and inserting ‘‘appropriate agen-
14
cy or entity, as provided for by an Act of
15
Congress pursuant to subsection (b),’’; and
16
(ii) by striking ‘‘such agency’’ and in-
17
serting ‘‘such agency or entity’’;
18
(B) by striking paragraph (2); and
19
(C) by redesignating paragraph (3) as
20
paragraph (2);
21
(3) by striking subsection (e); and
22
(4) by redesignating subsections (f) and (g) as
23
subsections (e) and (f), respectively.
