Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. DISTRIBUTION OF ADDITIONAL MATCHING FUNDS 1 BASED ON SHARE OF CHILDREN IN POVERTY. 2 Section 418(a)(2)(B) of the Social Security Act (42 3 U.S.C. 618(a)(2)(B)) is amended— 4 (1) by striking all that precedes ‘‘total’’ and in- 5 serting the following: 6 ‘‘(B) ALLOTMENTS TO STATES.— 7 ‘‘(i) IN GENERAL.—Except as pro- 8 vided in clause (ii), the’’; and 9 (2) by adding after and below the end the fol- 10 lowing: 11 ‘‘(ii) SPECIAL RULE.—To the extent 12 that the total amount referred to in clause 13 (i) for fiscal year 2022 or for any suc- 14 ceeding fiscal year exceeds the total 15 amount so referred to for fiscal year 2020, 16 the excess shall be allotted among the 17 States based on the share of each State of 18 the number of children in poverty who 19 have not attained 13 years of age.’’. 20 Æ VerDate Sep 11 2014 22:57 Jul 01, 2021 Jkt 019200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H3667.IH H3667 pbinns on DSKJLVW7X2PROD with BILLS
