BROWN, and Mr. TRONE) introduced the following bill; which was re-
ferred to the Committee on Transportation and Infrastructure
A BILL
To require the Federal Aviation Administration to implement
a Government Accountability Office recommendation re-
lating to helicopter noise in the Washington, DC area,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Washington, DC Area
4
Helicopter Noise Information Exchange Act of 2021’’.
5
SEC. 2. INFORMATION SHARING REQUIREMENT.
6
(a) IN GENERAL.—Not later than 180 days after the
7
date of enactment of this Act, the Secretary of Transpor-

tation, acting through the Administrator of the Federal
1
Aviation Administration, shall establish a mechanism to
2
make helicopter noise complaint data accessible to the
3
Federal Aviation Administration and helicopter operators
4
operating in the Washington, DC area, based on the rec-
5
ommendation of the Government Accountability Office in
6
the report published on January 7, 2021, titled ‘‘Aircraft
7
Noise: Better Information Sharing Could Improve Re-
8
sponses to Washington, D.C. Area Helicopter Noise Con-
9
cerns’’.

(b) COOPERATION.—Any helicopter operator oper-
11
ating in the Washington, DC area shall provide helicopter
12
noise complaint data to the Federal Aviation Administra-
13
tion through the mechanism established under subsection
14
(a).

(c) DEFINITIONS.—In this Act:
16
(1) HELICOPTER
NOISE
COMPLAINT
DATA.—

The term ‘‘helicopter noise complaint data’’—
18
(A) means general data relating to a com-
19
plaint made by an individual about helicopter
20
noise in the Washington, DC area and may in-
21
clude—
22
(i) the location and description of the
23
event that is the subject of the complaint;

(ii) the start and end time of such
1
event;
2
(iii) a description of the aircraft that
3
is the subject of the complaint; and
4
(iv) the airport name associated with
5
such event; and
6
(B) does not include the personally identi-
7
fiable information of the individual who sub-
8
mitted the complaint.

(2) WASHINGTON, DC AREA.—The term ‘‘Wash-
10
ington, DC area’’ means the area inside of a 30-mile
11
radius of Ronald Reagan Washington National Air-
12
port.
